I agree with Bill.  If the requested PRs are to provide metadata updates that feed into generated web pages, that's fine.  But, the designing of the web pages themselves is a unique skill that not all developers possess...

I'm not aware of recent discussions around this site so maybe I'm missing some important background.

So, basically, we all need to be web designers for this site.  There's no one at Eclipse who can take a request for improvements to the site and design and implement the improvements.  Is there at least someone with an overall vision for the site who can provide feedback on the PRs so ensure that the site retains some sort of consistency?

Note that the page you refer to below still suggests that we should open new issues.

Maybe the other teams are in better shape, but I'm not sure we have anyone on the Oracle team with significant web design experience who could maintain this site.  If you've seen most of our GitHub Pages, they leave something to be desired.  That's the sort of updates you would be likely to get from us for this site.  Fortunately, I know that some of the other teams have members with more web design experience, so hopefully they'll be able to fill this gap.
