Re: [jakarta.ee-spec.committee] Operations document conversion

I would say we just need to make this a topic and task that the
specification and/or steering committee needs to create an issue for,
and spawn jakarta.ee issues as needed to get the changes in. We could
assign it to someone from the marketing committee as well. A minimal
first step would be to create a committees index page, and then fill
out the pages. I have created a jakarta.ee issue describing my take on
the problem:
