I might suggest "taglib" as it's a little more specific. Something about "tags" feels a little too broad.
While "tags" indeed feels a little too broad, it's only within the Jakarta context anyway that the full name makes sense.
I mean, neither "standard" nor "library" do much to clarify what kind of tags we're talking about here, do they?
