Re: [jakarta.ee-spec.committee] JSTL has been published to Maven Central

There are three things keeping it yellow as per: https://github.com/jakartaee/specifications/pull/22#issuecomment-521814050

1. The TCK uses tags rather than jstl as the spec short name. This isn’t just a file name issue, but also is encoded in the zip content.
2. The _index.md links to the TCK staging dir rather than the final location.
3. The Javadoc copyright isn’t 2019.
