[jakarta.ee-spec.committee] compatibility certification request

I'm in the middle of editing the compatibility certification request issue
for Jakarta Mail.  Here's what I have.  Is this what we're expecting?

For one thing I'm not sure the markdown is coming out looking like you
would expect; seems like there should at least be a colon between the
request text and the to-be-filled-in text since the line break has no effect.
And do we want URLs to be visible in the text, or just represented as a link
as I've done below?

I'm not sure what "Implementation runtime version" is supposed to be.
