Re: [jakarta.ee-spec.committee] publishing JESP Operations and TCK Process documents

Markdown or AsciiDoc would be better.

Publishing them via GitHub would allow us to review updates to them via PRs.
You can decide whether that's better or worse than commenting on Google docs!  :-)
