I voted last week when you first sent out the note.  I just tried the link again and it indicated "sorry, you've already responded".  But, I could click on the link to modify my response.  I then proceeded to change the email address I used and changed my response.  It seems to be logged appropriately.  

I have no idea how you logged two entries for yourself.  Maybe because you created the Form, you have special privileges?  Really, not enough experience with Forms to know.

I put the form in the Specification Committee's Google Drive. Everybody with access to that drive should have access to the file.

It certainly feels like it works. However, as I stated in the start of this thread, I have no way of knowing with certainty that any particular entry was actually created by the person with the email address indicated. You notice, for example, that there are two responses from wayne@xxxxxxxxxxx. This email address was associated with neither of the accounts that I used to vote. 

AFAICT, Google Forms does not provide me with a means of accessing the account information of the responder. That information must be in there somewhere, but it's not exposed. FWIW, I did try exporting to a spreadsheet; that didn't help.

Feel free to tinker with the form.

In the meantime, I'm going to start the next round of reviews via the established channel.

I've cobbled together a Google Form to capture votes for the Jakarta EE Platform restructuring. I've marked it as "unofficial", so consider your interaction with the form as nonbinding. AFAICT, there's no built-in way to restrict who gets to vote. I also can't sort out an easy way to prevent somebody from answering for somebody else (there're some tricks, but they're cumbersome). In short, we can use it to run a ballot, but I'm not sure that we can use the results.
