It turns out that these templates are just files in the repo, so when I created the example from our fork and did a PR, part of that was a .github/ISSUE_TEMPLATE/tck-challenge.md file that contains the template, so you don’t really need to go through the admin interface unless there are some additional permissions required to check content into that .github directory.
I don’t think they will need customization per project, so hopefully the templates can be copied between spec projects.
Scott, we need to check with Eclipse web administrators. I
believe, most common provisioning for Eclipse GH Projects reserves
Admin permissions to Eclipse Web Admins only. If this will remain
so, we should suggest a process for creating these templates
through generation of Admin issues (e.g. same as setting up commit
hooks). Perhaps this could be created as (an additional step,
added to) part of the Spec. provisioning process that the Admins
already follow? Generally, I would expect these templates to all
to be the same, or do we think that customization will be
necessary?

You can see an example challenge template in the Red Hat fork of jakartaee-tck:
Go there, create a new issue, and you will see
this view:
Click on the TCK Challenge Get started button
and it will open the issue with the template information:
You need to be a project admin with access to
the Settings tab to create the template.
