I expect they'll be changed.
We've gone through quite a few changes before ending up with the
current versions so I don't think a change will be that big of a
problem.
The interesting question is, what URL should we use, and how will we
be able to publish schema files to that URL? I'm looking for
guidance from the Eclipse Foundation here...

Java EE employs a number of XML names spaces for
configuration of applications and resources. Each XML namespace
has a URI as well as URL pointing to the XML Schema. Right now,
these URIs and URLs point to the JCP for at least some if not
most of the Java EE technologies; The namespace and the XML
Schema locations are at
jcp.org.
How are we going to handle this? If Jakarta EE is managed
Jakarta EE Working Group and by the Eclipse foundation than
maintaining these namespaces and Schemas at the JCP doesn't
make sense, but changing them could be disruptive to existing
implementations that will want to move seamlessly from Java EE
8 to Jakarta EE 8 and beyond.
