Yes, this spec process will be a complete replacement for the JCP for the Java EE technologies migrated to the Eclipse Foundation. Java SE and ME are out of scope. However, it may be possible that this spec process will be used by other Eclipse projects outside of the EE4J/Jakarta sphere such as in IoT.

There certainly is a question of the purpose of the Java Executive Committee with the removal of the Java EE specs, but that is a separate conversation in my mind.

I don't think there is any value in debating either the future or the utility of the JCP here.
