Both.  You want the users to have options but still have a standardized platform.  You want vendors to be able to enter into the market and provide users with options.
I believe that Glassfish and IBM fully implement Java EE 8 but no one would be required to implement the full profile. That’s the whole point of having sub-profiles.  Some vendors may choose to implement the full profile but I suspect most will not. They will implement some sort of sub-profile standardized by the Jakarta EE community.  Glassfish, as the reference implemenation, should be required to implement the full profile but other vendors can choose sub-profiles if they prefer.

It’s not boated, it simple the largest profile from which the sub-profiles are derived.  You have to be sure that everything works well together if you want to be able to break the whole up into smaller profiles.  I see your point, but I think the process would be simpler if you start with a full standard and break it down from there.
I don’t think this is a new problem.
