Yes, putting up a notice would be good for the committer teams.
Perhaps any project that creates a Plan Review should be asked to include renaming in their plan, if their project is not already changed. Another project that might tee-up early with a project reivew is Restful Web Services -- they're currently under ee4j.jaxrs.
This could go arbitrarily deep. We might want to consider how far we'd advise teams to take this.
I don't think we've started enumerating things we want for Jakarta 9.1 -- This may extend beyond that release, but maybe that would be a convenient place for this to start.
I can raise this to the the Spec. committee (or any of them for that matter). Would that be useful?

Probably it's not necessary to update much if any links. Both the Eclipse project page and the Github repo automatically redirect from the old names to the new names. E.g. the old link https://projects.eclipse.org/projects/ee4j.jaspic still works and redirects to https://projects.eclipse.org/projects/ee4j.authentication.
p.s.
Maybe it's worth putting out a statement from any of the bodies (steering? platform? pmc?) to recommend all projects to start with their rename after EE 9 is released?
