I
think we all agree in principle that Eclipse IoT top-level
project should be able to host implementation of relevant
IoT standards. I am not sure if we need to add more details
in the charter. I guess we could add a clarification that
the protocol needs to be licensed in such a manner to allow
an open source implementation? However, that seems like
stating the obvious?

I think the charter is good!
That is what we are hoping for the Eclipse SCADA project.
Actually we already have IEC60870 and OPC UA in the
pipeline, but we are still waiting until the Eclipse
Foundation Legal team has cleared the remaining IP questions
with IEC.
So I am not sure if we should reflect this topic (IP
problematics with protocols) somewhere in the charter? Or
maybe this is a topic for another area?

We
will also need to select leaders of the
top-level Project Management Committee (PMC).
Kai Kreuzer and Jens Reimann have both
volunteered to act as co-leaders for the PMC. If
anyone else would like to be nominated please
let me know.
Finally,
each of the existing Eclipse IoT projects will
be asked to vote on their development list to
move their project to the new Eclipse IoT
top-level project.
This
is a great step forward for our IoT community.
