[iot-sp] mailing list policy

At our last meeting, I suggested the mailing list would only be open to 
people who had attended the first meeting and working on the proof of 
concept. However, since this last meeting a number of people have 
requested to subscribe to the IoT Server Platform mailing list.

Given this interest, I would like to make this mailing list open to 
anyone. Please let me know if you disagree.
