[iot-pmc] Eclipse Ditto Progress Review 2023

Dear IoT PMC.

The Eclipse Ditto team would like to request for your approval regarding the Progress Review for 2023 [1].

We make use of the "dash-licenses" tooling of the foundation in order to clear dependencies. The progress-review links the latest dash-licenses tooling outputs.
The foundation created a Gitlab ticket [2] to track the progress.
