- I fixed the release date.
- I added the statement for security issue.
- I removed ‘test’ from the release name. I kept the reference 19/07: in fact we tried to request this release last July, but we
didn’t correctly asked the PMC approval, to this September we just redo the PMC request.

* The release review information is missing the mandatory statement about security issues. Even if there are non, and none had to be fixed, then please state that.
* I was wondering why the release is named "Java Test 19/07" … I would understand "Java 19/09", or simply "19/09". But I am not sure what "Test" would mean for the user.
