In case this helps!  

Historically its been favored not to fork third party content and maintain it
at Eclipse.  That said, if there are technical requirements to do so and the
applicable third party license is permissive we can have the code in an Eclipse
repo.  Any modifications to the code base should be done so under the third
party license (original copyright/license headers remain).  This can get a
little difficult to manage if the applicable licensing is also copyleft like
MPL but we have a process for that as well.  In this case the code appears to
be BSD-3-Clause!

As Kai stated to move the codebase to Eclipse and relicense it to EPL all
authors of the code would need to consent to the license.  Often what you see
on Github may not be the entire history and/or the project lead may not be
interested in carrying out a relicensing exercise especially if the codebase is
already permissively licensed as is the case here.
