From the "Guidelines for the Review of Third Party Dependencies"
'A prerequisite may be classified as "exempt" by the EMO if the software
is pervasive in nature, expected to be already on the user's machine,
and/or an IP review would be either impossible, impractical or inadvisable'
This dependency is for the Paho JavaScript client, which works in web
browsers only (not node.js). It needs a browser with JavaScript and
WebSocket support. Web browsers would seem to be exempt, for possibly
all the reasons above. There don't seem to be any previous CQs for
Chrome, Firefox. There is one for IE, 2162, from 2008.
