Yes, but it is not made available in any (p2 or
Maven) repository. So I will have to host it in some external
repo and pull it in during the Maven build.

Sorry, I overlooked that you were
referring to your works-with CQ, and thought the
question was about regular dependencies that are not
yet in Orbit.
Unfortunately, works-with dependencies
cannot be hosted at Eclipse (EMO will correct me if
I'm wrong here) so you will need to host it
elsewhere. Isn't the original project already
distributing a JAR?

allowed to publish this binary in
any form. So if you host it on any
eclipse git, this would be a
problem.
If you host it somewhere else, that
should be fine.
