Well, the last release is more than 2 months ago and not much will happen during the next month…
The additions in the REST API are actually new functionality - they allow admin UIs etc, which is an important aspect for solutions building on top of Eclipse SmartHome. So it is definitely not a bug fix release.

You could to this without another release review. As long as you don't have new features or dependencies.
