Looking at the linked to bug[1] all I see is "Bug #512460 does not exist." however the implementation of this auto-subscribe is not the problem. The fact that it is happening at all is.

It is NEVER acceptable to sign someone up to a mailing list without their permission. You are lucky that I haven't automatically blocked this list and started reporting every message from it as SPAM.

By all means require me to subscribe to the incubation list, but I MUST be allowed to do that myself, in my own way. You do not know which e-mail address I want to use for this mailing list, and I have not given anyone permission to use this e-mail address in this way.

Please discontinue this use of this bot immediately.

Assuming that the question that you're thinking of is more along the lines of "do I have to be on this mailing list?" then the answer is yes.

I've opened a bug [1] to discuss changing this implementation.
