[incubation] Can only project leads "do" releases?

I am currently looking into the option of giving one of my fellow committers on the rdf4j project sufficient rights to be able to schedule and perform releases (and all that goes with that: managing the ip log, filing CQs, scheduling reviews, etc. etc.) 

It looks as if the only way to do this is to actually nominate him as an additional project lead. Is my understanding correct?
