[imagen-dev] Getting ready for 0.9.3 release

Okay I have had a very productive week and have uploading to maven central in place for 0.9.3 release.

I have also gone through the list of open issues and resolved many of them (thanks everyone for feedback thus far).

• org.eclipse.imagen:imagen-all:0.9.1 misses content of org.eclipse.imagen:contour:0.9.1
• Include contour, imageread and vectorize in imagen-all
• Correct shade plugin settings to avoid re-processing
  
• Publish org.eclipse.imagen to Maven Central or repo.eclipse.org
  
• GitHub workflow to publish to maven central
• JaiI18N.getString() is not module-compatible
  
• PropertyUtils.getFileFromClasspath results in null stream in JPMS
  

The build now includes integration tests, in order to verify ImageN works in Java Platform Module System both as individuals modules and single imagen-all module.

Some input would be nice on:

• #34 Modernize the code base with Vector, Generics and Concurrency 
  I have gone through and provided a "weather report" on how difficult / valuable / disruptive some of the improvements would be - and would love a second opinion.
• #168 Type narrowing for ParameterBlockImageN and ParameterList subclasses
  Improves method chaining making for more readable code use
