This automatically generated message marks the PMC's approval of the vote
for Tie Li's full Committer status on the technology.higgins project. The
next step is for the project lead to return to the portal and fill in the
CVS package and employer information for Tie Li.
The PMC's comments were: I will approve this election (this time) in spite
of it not having specific url references to the bugzilla contributions that
Tie has made. Fair warning to the Higgins project, however: I will not
approve future elections that do not provide detailed references (the
"contributed in bugzilla" is not good enough). The reason for his hard-line
position is that Committer elections are for the entire community to read,
not just for the project itself, and thus must contain enough detail for
someone outside the project to understand what the "hiring bar" is for the
Higgins project.
