The PMC has approved the vote for Anthony Bussani's full Committer status
on the technology.higgins project. The next step is for the project lead to
return to the portal and fill in the CVS package and employer information
for Anthony Bussani.

The PMC's comments were: It would be nice if (in the future) voters entered
a few words about their votes.
