[geowave-dev] Package Renaming

In preparation for the GeoWave 1.0.0 release, the GeoWave project has renamed all of the Java packages from "mil.nga.giat.geowave" to "org.locationtech.geowave."  Clearly, this will have an effect on all programmatic access to the GeoWave libraries.  This is not something the core development team took lightly, and has maintained the current packaging through the 0.9.* releases. But moving forward this did eventually need to be accomplished.

Additionally, the maven group ID is renamed from "mil.nga.giat" to "org.locationtech.geowave."

As the GeoWave 1.0.0 release approaches, please anticipate further documentation for third party developers.
