Hi all 

Please have a look the the bug 229559, where Mathias started a discussion on
the "appearance of the context menu actions". 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=229559

I.e. should the submit action really be limited to the JobDescription
folder??
