You are correct - if you move the code outside the eclipse.org servers and then want to move it back, you have to go through the whole IP vetting process from scratch. The issue (the same issue with an external wiki) is in guaranteeing the modification history of any item. On the eclipse.org servers we know we can track it - on other servers we (the Foundation) cannot know that.

Other than that, it's a great idea :-)

I can't see how anything would be lost by doing this. The cost of a Google Code SVN repository is nothing.
