ECF is not using SVN. I'm using it on adobe-php-sdk:
http://code.google.com/p/adobe-php-sdk
as I'm a committer here for Adobe Flex 2 projects.

IMO: the sooner Europa goes to SVN repositorys, the better.
For one thing, Maven is SVN centric.
