[europa-build-workshop] Kepler Project Proposal

Friends -- At the Europa Build Workshop we talked casually about the  
need for an Eclipse project to serve as the home for our collective  
work. The Eclipse Planning Council also acknowledged their interest  
in a new project as reported in their minutes from their October  
meeting:

A proposal, tentatively called Kepler, has been worked up by John  
Casey with help from Scott Lewis, and is being submitted to address

Bjorn, Scott and I have discussed the importance of including Europa  
release engineers and particularly the attendees in the build  
workshop in the founding community of this project. We'd very much  
like to see our community review, refine, and support this effort  
through the submittal process and engage as committers on an ongoing  
basis.

As we begin the "community gathering" phase for this proposal we  
suggest discussion take place on this list until the proposal is  
officially posted. Please let John and me know if you would like to
