You're right. Please open a bug.
The CVS repo moved from cvsroot/eclipse to cvsroot/rt and these instructions need to be updated.

don't appear to work...
At the bottom where is says check out: org.eclipse.equinox.servletbridge.feature
and Right-Click on the webAppBuilder.xml script
This file does not exist in the repo.. In fact only feature.xml and build.properties is in there...
Please advise...
