[equinox-dev] Commit rights for Paul Colton have been expired

Bjorn Freeman-Benson has requested that commit rights for Paul Colton
(pcolton) be expired.  The reason for this change is:

Paul has not committed any code to Dash for more than a year and he has not
voted in any of the committer elections, thus he meets the definition of an
"inactive committer". Paul is (was) a committer on the Eclipse Monkey
component. That component has had no work done this year, thus I do not
expect him to become active again, hence this decommitterization request.
Thanks to Paul for his contributions to the Dash project.
