[equinox-dev] bug reports and target milestones

Another reminder to please set your target milestone on bug reports.

Optimally this should be set as part of the planning process before the bug
is fixed to indicate which milestone the bug report is intended to be fixed
by.

If this type of planning is not possible, then we should at least be
setting them when the bug report is RESOLVED to indicate which milestone
the fix can be found in.

This is extremely important since the target milestone field is used in
queries in the release notes for the product releases.
