I think you are looking at an old copy
of the file.  "Master" anything is obsolete and the only
fragment related header is Host-Bundle.

Fragment org.eclipse.core.resources.win32 has the following way of
expressing the referenced plug-in:

Bundle-Master-Name: org.eclipse.core.resources
Bundle-Master-Version: 3.0.0
Bundle-Master-Match: compatible

However, migration converter (PluginConverter.java) uses Host-Bundle to
express fragment->bundle relationship. Which one is correct?
