+1 (ish) for CPP x86-64 Linux

The "ish" is because the epp bundles themselves (all packages) were missing a version bump. So M1 has version 4.23.0 with an up to date qualifier. Other than some confusion I don't see any serious issue from this oversight and it has been fixed now for M2: https://git.eclipse.org/r/c/epp/org.eclipse.epp.packages/+/192770/1
