[epp-dev] Remove EPP specific forum

Hi folks,

The next message in my cleaning up the EPP project.

The EPP project has a forum - http://www.eclipse.org/forums/eclipse.technology.packaging

It is almost entirely unused. There has been only 1 thread since I became project lead in 2020, and most of the forum hasn't been touched in longer than that.

Note that many of the threads look like they were active in 2018, but they were all "touched" by a spammer or something, causing very old threads to be resurfaced.

I have requested that the forum be removed. Please advise if you disagree with that decision by commenting in https://bugs.eclipse.org/bugs/show_bug.cgi?id=573415
