I'm in agreement with Jonah. WTP provided "all-in-one" builds before EPP existed (https://archive.eclipse.org/webtools/downloads/drops/R1.x/R1.5/R-1.5.5-200708291442/ circa 2007), so it's been done before. If the Rust EPP was withdrawn because the cost of being in SimRel was too high, well, there's a cost to not being in SimRel, too. I'd be interested in what Rust manages to reuse of EPP for that effort, but I'd expect it to be spearheaded from that end, not by EPP.
