To restate the question, I wanted to know why Rust EPP file name has incubation - other EPP packages label themselves as containing incubating parts (eg rcp-and-rap and _javascript_) but don't have a special file name.
While not the original topic of this conversation, I think there are other packages and projects that are not following the viral nature of labelling incubation, but one battle at a time.
Any Project in the Incubation Phase must correctly identify its
website and Releases. A Project with at least one descendant
Project in Incubation Phase must correctly annotate its own
website so as to notify the Eclipse community that incubating
Projects exist in its hierarchy. Any Release containing code from
an Incubation Phase Project must be correctly labeled, i.e., the
Incubation Phase is viral and expands to cover all Releases in
which it is included.

Technically, we can go either way; and personally, I don't
really care which one. But I don't know what EPP requires here
so it's not obvious to sort out what it should be.
