Yep, if I remember the details correctly we've had the org.eclipse.e4.* discussion last year. They had their reasons why it could not get an incremented version >1 but I don't know the exact details.

First of all, before adding anything new to the package I make sure that new content is from a project that is out of Incubation Phase.
But even then it is possible that there is something, a bundle or a feature, pulled into the package that has its origin in a project in Incubation Phase. To check this I'm going though the list of features and bundles and look for anything suspicious. Suspicious is the string "incubation" in a Bundle-Name, or sometimes a version number <1.0 of an org.eclipse.* artifact.

Except org.eclipse.e4.* I hope
