Code Recommenders is broken in Java Package (probably in all packages that contain m2e). Our current guess is that we hit a issue with p2 which thinks that one of our package dependencies can be satisfied by one of the m2e bundles but osgi disagrees and thus does not start our bundles. 

But as said, just a guess yet. This issue has been reported to cross-project-issues-dev [1]. 
Users may notice this due to an error analysis popup as given below. A user can check the “silently ignore” box to get rid of this dialog.
