I have a theory on that. In the past, the J2EE package used to get the most downloads. Then when we put the Standard packages at the top it got the most downloads. I wonder what would happen if we put the C++ package at the top. I'd bet a lot of people
would complain that they can't create their Java projects with it.
The Standard package is highlighted on our downloads page and gets almost double the hits as the follow-up package. Releasing without it almost seems wrong, and I feel it may confuse our users.
This does highlight a weakness in our process, where our ability to release hinges on a single person.

Hi package maintainers,
we are missing a +1 for the Eclipse Standard package. I'm tempted to wait until 11am and if we don't get a +1 until then release the remaining packages independently.
What do others think?
Thanks,
Markus
