The EPP packages are really tailored to the end user who just needs an IDE. 
As such it has been decided to not include the source since most ppl would not care / use it thus reducing the download burden. In addition to that PDE is not included in all the package (e.g. Eclipse for Java developers) which would make the discovery and viewing of the source close to impossible.
