I did a very similar test with 20100917-0715_eclipse-rcp-helios-SR1-RC4-linux.gtk.x86_64.tar.gz on 64-bit Linux: I installed Xpand via 'Help' > 'Install Modeling Components' and it worked perfectly.
Other test with the RCP/RAP package were successful as well (installing Git with the Marketplace Client from the Yoxos repository). So the question remains: What else could be going on here? Or is it a false alarm?
I'm experiencing an issue with the RC4, I can't install anything inside
using either the Market Place or the Modeling Discovery, it returns a
"Problems occurred while performing provisioning operation: Profile id
_SELF_ is not registered.
Profile id _SELF_ is not registered."
message
with the following stack trace :
java.lang.IllegalArgumentException: Profile id _SELF_ is not registered.

I already experimented such issues when trying to install bundles into
an Eclipse runtime launched from a run configuration, but here I'm
launching a plain standalone Eclipse. Did anything changed in the P2
profiles between RC3 and RC4 ?
