Well, to commit changes to the Ganymatic's Site Contribution cvs area, 
you need commit rights, like any other project.

If you read your promote logs (and everyone one should once in a while, 
especially if you're doing something new or important, like publishing a 
milestone!), you'll probably see errors like this:

*  cvs commit: ERROR: cannot write file 
/cvsroot/callisto/org.eclipse.ganymede.sitecontributions/emft-cdo.sc,v: 
Permission denied*

Since you do not have commit rights (I just checked), you need to file a 
bug (bugzilla doesn't work right now thru the website -- see bug 229016 
for progress) or send a note to bjorn.freeman-benson@xxxxxxxxxxx (cc: 
webmaster@xxxxxxxxxxx) asking that they "Please add user estepper to 
group callisto-dev in order to provide Ganymede .sc file contributions."
