[emfcp-dev] Switch from quarterly to half-yearly Release Schedule

Hi, 

we plan to switch from a quarterly release, aligned with every release of the Eclipse SimRel, to a half-yearly release, skipping every second SimRel.

By doing so, we may assign more resources to bug fixes and feature development that would have been bound by release engineering efforts. 

We may still produce additional releases if required, the default will be 2 releases per year however. 

We plan to make this switch for 2020-06 already, meaning that next release will be for 2020-09.
