Testing a bit more I found out that the problem is not with the files in CVS.
Neither the feature.xml nor the feature.properties are wrong:
If I just unpack the manually downloaded SDK.zip then the license shows up properly formatted.

Only everything that was installed via p2 UI (whatever that's called nowadays) has a crippled license.

Only exception of this rule: Eclipse SDK has no license info at all!
