[elk-dev] ELK and elkjs 0.11.0 Release

Hi everyone,

the release for ELK 0.11.0 [1] is ready and can be checked out at the 
release update site [2]. The maven central release will follow shortly.

The corresponding elkjs release can be found on npm [3].

With this release, we are also retiring the committers Ulf Rüegg and 
Christoph Daniel Schulze.
