[elk-dev] Oomph moved to Neon

Hi everyone,

I updated the Oomph setup today to work properly with Neon, which should
become our main development platform now. I also modified the setup to
generate a second target platform that includes our most recent release.
This target platform is setup as an API baseline that we can use with
the PDE API tooling.

While it is the default for incubation projects to stay below 1.x.x
version numbers, this is not mandatory. In fact, given the maturity of
most of our code base, I think it would be okay for us to move to 1.0.0
with the next release, at which point I would propose to activate the
API tooling for all of our projects.
