Greetings fellow ELK developers!

We finally received IP clearance for our initial checkin:

  https://dev.eclipse.org/ipzilla/show_bug.cgi?id=10205

I also filed a number of contribution questionnaires for the libraries
we use, which were all approved as well (there is still one library I
have to get approval for, but that should be straightforward as well).

Now that ELK seems to be in a usable state it might be a good idea to
start preparations for a first release, before we introduce the new
graph data structure. What do you guys think?
