[elk-dev] Renamed plugins

Hi everyone,

here's another round of refactoring: I've renamed the algorithm and
layout connector plug-ins (including packages and associated IDs) to
contain ".alg." and ".conn.", respectively. Tidies the whole thing up a
bit. I changed the working set definitions in the Oomph setup
accordingly as well.
